Fraunhofer FOKUS, the Institute for Open Communication Systems, is located in Berlin, Germany. Driven by its vision of a user-centric ubiquitous computing and communication environment, FOKUS is developing a seamless communication infrastructure upon which globally distributed, context-sensitive application components can interact according to varying user needs.

The Next Generation Network (NGN) Testbed and Development Environment at the Fraunhofer Institute FOKUS began operations in November 2002 (NGN@FOKUS). Since October 2003 it has been the official German NGN national 3Gbeyond host commissioned by the Federal Ministry of Education and Research (BMBF).

As part of its national 3Gbeyond testbed activities and concept of open technology playground provision, on July 1 2004 FOKUS initiated the globally first "Open IMS @ FOKUS Playground" (with the Parlay Playground) that can be used by any third party (academia or industry) for IMS infrastructure and IMS application prototyping, proof of concept implementations, interoperability and performance testing. It also provides coaching and consulting services. The IMS infrastructure covers both FOKUS developments and vendor products.

The Open IMS @ FOKUS Playground represents the technology base for all the R&D and commercial activities of the FOKUS competence center NGNI (Next Generation Network Infrastructures
